When you'd hear it

This is common in both conversation and writing, with the politeness level set by the following verb such as 하다 or 했어요. Learners often hear it in questions like 선생님이 뭐라고 했어요? and in reported statements in dramas or everyday conversation.

What learners get wrong

Repeats the words as spoken, inside quotation marks: 민우 씨가 "내일 갑니다."라고 했어요. 라고 after a vowel, 이라고 after a consonant. Nothing inside the quotation changes - tense, politeness and pronouns all stay exactly as the speaker said them, which is the whole difference from indirect quotation.
