When you'd hear it
This is archaic, highly deferential speech, chiefly heard in historical dramas, period fiction, and stylized ceremonial writing. It is not normal in modern conversation or ordinary workplace speech.
What learners get wrong
This is more than a formal ending like -습니다: it gives the statement an old-fashioned, self-lowering tone. It should not be used as a modern replacement for -요 or -습니다.
