This appears mainly in historical dramas, courtly dialogue, and deliberately archaic or literary writing, not in ordinary modern conversation. It gives speech a ceremonially deferential, old-fashioned tone.
What learners get wrong
Do not confuse it with modern -(으)시-: -(으)시- is still productive for honoring a subject, while -(으)옵시/사옵시/자옵시 belongs to archaic deferential speech and should not be used in everyday polite Korean.
