This is common in everyday conversation, usually as -았/었으면 좋겠어요, and is also frequent in personal messages and polite requests. It sounds softer and less direct than stating a demand, and appears in dramas when characters talk about hopes or wishes.
What learners get wrong
The past-looking -았/었- does not necessarily refer to the past here: 차가 있었으면 좋겠어요 means “I wish I had a car,” while 방학이 빨리 왔으면 좋겠어요 refers to the future. Unlike -고 싶다, this pattern can naturally describe a hoped-for situation or event, not just the speaker’s own desire.
