When you'd hear it
This is common in polite speech with customers, elders, patients, and respected people, including service encounters and workplace conversations. It appears inside endings such as -시겠어요 and -시지요, rather than usually standing alone.
What learners get wrong
The 시 part honors the subject, while 요 makes the sentence polite to the listener. Thus -(으)세요 contains -(으)시, but it is not interchangeable with plain polite -(으)요 when the subject is not being honored.
