When you'd hear it
This is a blunt command used by adults addressing children or by superiors addressing subordinates. It appears in dramas, written instructions, and forceful speech, but can sound harsh between equals; polite speech normally uses -(으)세요 instead.
What learners get wrong
Learners often use this as if it were a neutral version of -(으)세요, but it can sound authoritative or rude. The forms follow ordinary verb conjugation: 가다 becomes 가라, 먹다 becomes 먹어라, and 하다 commonly becomes 해라.
