부터 is neutral and common in both conversation and writing, especially with times, dates, and numbered stages. Learners will hear it in everyday plans and announcements, and see it frequently in schedules and instructions.
What learners get wrong
For a time or sequence starting point, use 부터; 에서 is typically used for the place where movement starts. Thus 오전 5시부터 means “from 5 a.m.,” while 서울에서 출발하다 means “depart from Seoul.”
