When you'd hear it
Common in both conversation and writing when reporting what someone said, heard, or announced. In polite speech it often appears with 하다, 듣다, or 들었다, as in 내일 한국에 간다고 들었는데요.
What learners get wrong
The form is not interchangeable: present-tense action verbs take -는다고 or -ㄴ다고 (먹는다고, 간다고), while adjectives take -다고 (예쁘다고). It forms reported content; -다고요? can instead repeat or emphasize a statement in conversation.
